Can imbalance be filled while creating new Imbalance?

I am new to trading and learning as I go so please be kind.

This idea probably makes no sense but I have been wondering if this it is possible to create imbalance while filling a previous imbalance and why is it happening?

If not am I seeing something else happening what are your thoughts?
