Cortil AKT TPI bases Strat v2

Composite of various indicators, each assigned weighted values based on their effectiveness. A positive TPI total score indicates a Long position, while a negative score suggests a Short or Cash position. Updated for better metrics and I also forgot to hardcode optimal parameters.
