Could this be a breakout?

Navidea has been around a long time, it started around $20 but has been under a dollar for a few years. They made a big sale mid-2017 which more or less wiped out their debts and their conference call last November gave the impression that their latest drug is a game changer for them. After last week's 4th quarter results and conference call the price nudged up through the trend line. It would be nice if it's a breakout, but the volume isn't reassuring... any thoughts?
