Potential ETH break to the upside on hourly basis

As you can see, on Binance, ethusdt has formed equilibrium on hourly basis,


but ethusdtshorts is way too extended on Bitfinex and make ALL TIME HIGH, I think bear got too greedy, so there is potential bull move.
