Can the bears pull this pair back down again?

looking at the monthly it shows we at a key level of resistance where one came and shot back down about 3 tries now we are at this level again and we have dojis on this key level.what does this really mean?im willing to short this pair if i get a nice signal to the down side with a 1:5 RR
